Steven A. Phillips, Chairman of the ALQI Board also has titles of CFP®, CLU, MBA, CERTIFIED FINANCIAL PLANNER™ practitioner; with Ameriprise Financial Services, Inc. He has been with the ALQI organization since the beginning. He owns various businesses in Scott County; is a deacon of his church; served several years on the Oneida School Board and is credited with starting the effort to save our city school from being closed by the Fire Marshall and leading the move to replace it with three new buildings—Elementary, Middle and High School at a cost of $10 million. These schools now serve as an example to other communities not only in community support and pride, but grade averages have come from the bottom to one of the top in the state. He is on the local Hospital Board and several other company boards.

Dwight Murphy is a former County Mayor and now the Director at the Extension Campus of Tennessee Technological School. Dwight has been a member of the ALQI board since inception. He is very active in his church, is a charter member of the Boys & Girls Club board, an active member of the Chamber of Commerce, and numerous other civic and community organizations.

Lori Phillips-Jones, an Attorney in the District Attorney General Office has served on the ALQI Board since 2003. She was instrumental in making Dolly Parton’s Imagination Library in Scott County #1 in the state for enrollment of children receiving books from ages birth to age 5. Lori is Chairman of the Schools Together Allowing No Drugs (STAND) program that is active in our two Middle and two High Schools. She is active in her church and numerous other community activities.

Jack E. Lay, Mayor Town of Oneida, has been an ALQI board member since 2004. He is in the Boys & Girls Club 2005 Hall of Fame as Mentor and Youth leader. He is credited for starting and sustaining the county little league softball teams and continues to work with children in all areas of sports. Under his leadership the Boys & Girls Club new 40,000 sq ft facility was built and the City Park has become one of the nicest in the state.

Mike Baker, Pharmacist, has been an ALQI board member since 2004. He serves on the board of the Women’s Shelter; Chairman of the Winfield School Academic Fund; is a member of the Choir and Finance Committee at his church; and is active in numerous civic and community organizations.

Rick Keeton, County Mayor, has been an ALQI board member since 2006. He is the sports announcer for one of the local high schools and serves as MC at numerous community activities. He is a member of the Boys & Girls Club Board.

Terrie Cross, Executive Director since inception.  Working on a “shoe-string” budget, she has assisted the birth of the ALQI programs as well as the start-up organizations in five other counties in TN, KY and VA that ALQI works with.  Her efforts to locate donated equipment and goods; writing grants; and finding volunteers have been key to the efforts of ALQI.

Mary Watson, Administrative Assistant, has been with ALQI since 2006.  She works with all the Scott County programs and assists with bookkeeping for 4 of them. Mary also facilitates with the other five counties ALQI works with.

Kathy West, CHAMP Program Coordinator, began working at ALQI in February 2008. In addition to the CHAMP program, Kathy has worked with OS-TN from its inception. As with everyone else at ALQI, she also assists with all Scott County programs when needed.
